My research is on regional policy and the local institutions that put it into practice. Using administrative microdata and quasi-experimental designs, I ask how policy shapes economic outcomes across places — spanning regional development, local government, planning and land use, and industrial policy in the United Kingdom and China. This work has appeared in Public Administration Review, the Journal of Public Administration Research and Theory and Regional Studies.

Before joining Southampton in 2023, I was a postdoctoral research fellow at the Blavatnik School of Government, University of Oxford. I took my PhD at the London School of Economics and Political Science. I have also consulted for the OECD, the EBRD and the Asian Development Bank.
